Granting a halal logo and certificate

Estimated Time:

•    (30) days for the issuance of a resolution to grant the certificate and logo from the date of completing the proceedings.
•    (4) Months from the date of auditing (Maximum)

Estimated Fee:

The organization shall charge the following fees from the establishment at the stage of granting, renewing or expanding a Halal product certificate and logo:

 

- (50) JDs as an allowance for giving the establishment a contract form for the purposes of granting / renewing the certificate and a Halal product logo.

 

- (600) JDs as an allowance for the establishment's assessment of a single product (grant or renewal).

 

- (600) JDs as an allowance for auditing the food safety management system in the case of no certificate from an accredited body (grant or renewal).

 

- (300) JDs as an allowance for assessing the establishment (Subsequent follow-up).

 

- (300) JDs as an allowance for auditing the food safety management system in the case of no certificate from an accredited body (Sub-sequent follow-up).

 

 

- (100) JDs for each member of the audit team / A work day.

 

- (50) JDs for each member of the initial visit team/ A work day.

 

- (25) JDs for each additional copy of the certificate.

 

- In case of broadening the scope during the period of validity of other certificates, the financial fees will be determined based on the calculations of the remaining period until expiry of the previous certificate divided by three years.

 

- In the event of the forming a grievance committee, the complainant shall pay (50) JDs for each member of the grievance committee if the grievance is rejected. If the grievance is accepted, the organization shall pay the amount mentioned above.

 

 

  1. Note: The establishment licensed to use a Halal product logo, is responsible for all the expenses of travel, transportation and residency resulting from bringing the foreign auditor from outside Jordan, in addition to the expenses of the Jordanian auditor's residence and transportation, which will result from bringing him to and from the site of the establishment, if necessary.

Conditions for obtaining service

-    Conformity with the requirements of the Jordanian Standard No. 1475 and its amendments (Declaration card - General guidelines for the use of the term "Halal") and the Jordanian Standard No. (2060) and its amendments (General Halal Food Requirements).
-    The establishment's implementation of the Food Safety Management System in accordance with the Jordanian Standard No. 1716 and its amendments or in accordance with ISO 22000 and its amendments.

-    The product conforms to the Jordanian technical regulations, the standards and the valid legislations related to food issued by any official body.

-     The establishment must pass the field inspection for the production site in accordance with the internal procedures of the Directorate.

-    The availability of anything that proves the possibility of testing at the establishment to ensure that the product continues to conform, or that the tests are to be carried out in an external laboratory.

-    The establishment's commitment to provide all necessary facilitations for the Directorate to carry out the process of granting the certificate and the license to use the logo and with follow-up procedures.

-    The establishment's commitment to pay all fees and costs resulting from the process of obtaining the certificate and logo.

-    The establishment's commitment to provide the Directorate with all the information required and its validity at any time.

Procedures

•    The establishment fills out the application for a certificate and logo of Halal product.
 
•    The Directorate shall study the application and inform the establishment of the initial acceptance and shall hand the list of necessary documents.

•    After receiving the necessary documents (within 60 workdays), an employee or a team will be appointed to carry out an initial visit to the establishment to view the production conditions and the manufacturing process for the purposes of determining the possibility of carrying out the procedures for obtaining a Halal product certificate and logo.

•    In the event of approval, the Directorate shall give the establishment a copy of the contract, the relevant documents and shall carry on with the procedures.

•    If the application is rejected, the Directorate informs the establishment of the rejection resolution and the reasons behind it. It is permissible to apply for a new application may be submitted after all the requirements have been met.

•    The audit team checks the food safety management system (if a food safety management system certificate is not available) and the technical and legal capacity of the establishment.
•    The audit team shall take samples for the purposes of inspection and send them to the competent authorities to ensure that the product conforms to safety for human consumption and that it is free of prohibited substances.

•    In case of violations, the two parties agree on correctional period.

•    A report of the audit results  shall be submitted to the Technical Committee formed by the Directorate; which will be entitled to confirm the validity of the results contained therein in the manner it deems fit within a period of time not exceeding 30 days., during which, a resolution regarding the logo and certificate will be taken.

•    If all requirements for granting the certificate are met, the establishment shall be granted a license for three years to use a Halal product certificate and logo, only for the product granted

•    The registration document for the establishment in the government departments, indicating the establishment's license to produce products and the trademarks required to be granted a Halal product certificate and logo.

•    A copy of the establishment's organizational structure.

•    Copy of management systems' certificates.

•    A copy of the Quality Manual for the Food Safety Management System (ISO 22000) in case the establishment has a certificate for this system.

•    Job Description for quality, Halal project and laboratory staff

•    A list of names of quality, Halal project and laboratory staff indicating the following: Job title, Scientific Qualifications, number of experience years, Training courses.


•    List of tests carried out in the establishment's laboratories in addition to the standard on which the test is conducted.

•    Copy of internal and external reports for product testing.

•    A list of measuring instruments and inspection apparatus used in testing, quality control and place of calibration (internal / external), as well as the accuracy and scales of each device.

•    A copy of the calibration procedure.


•    A detailed outline for the manufacturing processes of the product, indicating the control points.

•    A copy of the inspection and testing procedure ,the inspection plan and quality control of the product

•    A document describing product coding and tracking.

•    Copy of the product's declaration card.

•    Copy of the product's complaint record / forms

•    Copy of any leaflets or promotional bulletins for the product.
